After the conquest of Khorramshahr by Iranian forces, the international community tries to revive the Ba'athist morale. The Non-Aligned Movement conference is about to be held in Baghdad and the international community is concentrating its propaganda on the safety of Baghdad. Iran, as a Non-Aligned member and a war-torn country, protests on the conference venue. With an offshore operation by the Iranian air force (mostly by Abbas Doran) and bombing the critical sites, Iran introduces Baghdad as an unsafe city. The conference venue is changed from Iraq to India.
